Can't buy new base

Thats not true. Level one characters can buy bases.

Since I have a question on similar subject I'll use this thread. Exactly how many people do I need to buy a base? On wiki it is stated that its 2 or 3. I found on forum that it depends on which trapper are you talking to. So, can someone give me specific number? How many people do I need to buy base from trapper i Redding? Me + 2 people in group? Me + 3 people in group?
PS. Does bonus Charisma from drinking beer can increase my maximum group size?
