Can't buy new base

I don't know if it's a bug or what, so I'm posting it here.
Me and my friends wanted to buy a new base for our faction.
Our characters resigned from our last base and went to JunkTown to get a new one.
The problem is - we can't buy a new base - the trapper always says that someone is already a member of another faction.
After trying for about 2 hours with different characters, we made new alts and tried to buy a base with them - same thing - Some one is already a member of another faction!
Same thing when we tried to buy a base in Necropolis(the quest is finished).
If we are doing something wrong - tell me please - What is it???

Are you sure that Some one is already a member of another faction? Isnt it that some one already have that faction name?

No that's not it.
We don't even get to the part when we have to enter the new name.
Again tried with new alts - doesn't work. :(((

Seems nobody has anything to say.
Perhaps somebody could tell if they had any problems with buying bases or it just went ok.
This way i'll at least know that it's just our personal bug.
