THE LAUNCHER WON'T START UP please HELP!!!!!

Ok so i installed the launcher, set the patch for critter.dat,master.dat and the music fldr patch and when i try to open launcher it gives me this: "The application has failed to initialize properly (0xc0000135). Click OK to terminate the application."

SOMEONE PLEASE HELP, I AM USING OS: WINDOWS XP PRO VERSION 2002

And if that doesn't work, you can just launch it from FOnline.exe. You don't have the use the Launcher.

i dont know what net framework is and dont i have to update the game before launch?(thats what the launcher is for right?)
