Steal not working in random encounters?

As Atom said, you always get shot when being too close to a parties in encounters unless you're in that faction.
So as BoS faction member you can get close to BoS, as VC citizen you can get close to VC members in encounters.
The rules for looting don't change in such a case. You still have to wait till they're done.

As for stealing, I didn't notice any difference with before the wipe. Than again, I never tried stealing in encounters.
