You would need to pop some Mentats, then go buy a mercenary before it wears off. Once your Charisma goes back down to 1, you can still keep/move your merc around on your tent/base, but you can't travel on World Map with it unless you take another Mentats (or beer, since you only need 2 now).

You need 3 CH to buy the merc. You need at least 2 CH to carry the merc around WM.

(With 1 CH, you can basically only use a merc or brahmin as a pack mule storage container.)
