does the order the mercenaries get listed in the dialogue window you get when buying still correlate to the order they are listed in the wiki?

the relative prices don't seem to....

Merc prices are low in start, if no one buy it then it stay as low.

The answer is no, the order of the mercs may change in case a huge ammount of one sort of mercs is bought. For example : bigguner mercs
1)4k lsw
2)5k minigun
3)6k bazooka

When players buy lets say 20 mercs with LSW their price may change to lets say 5.5k. This way we have the dialogue changed
1)5.5k lsw
2)5k minigun
3)6k bazooka.

So is the price change global? or would it be worth the trip from Redding to NCR to find a lower price?

It's global - same prices in Redding as in NCR, for the same type of merc.
