if a theif steals some shit from you, you will lose them for ever, and this is not the only case

this guarded city loot sux, i understand sometime in encounters, but that guard looting sux too

so stop looting by guards!!!!!!

well, if you shot them your stuff will become some nice stuff in a guards inventory that they will never use, or of some fast player that loots him

so there is a 2%chance to get your stuff back if you shoot the theif

The player whose items got stolen should have an option to ask them back from the guard who looted the thief. If you ended guards from looting, we'd get back the robbing style where one guy bursts you, gurads shoot him but his friend loots everybody.
