Am I to understand  that  300%  for skills means a total of 3/3  =  100%  and 100 points of a skill =  1/3  of  that skill's success chance? Further, the success  chance,  which  I assume is 95% = hit and 5% =  miss,  is  a percent within the 300 skill percent;  thus,  the  5% of the hit/miss percent(success chance  being  solely  hit/miss) is actually 1/41. Small Guns, as  a  skill  that heavily utilizes the success chance, has  many  more  outcomes, similar to the other weapon skills,  which  are  apparent as hit for normal damage output,  miss  the  victim, or succeed at producing a critical  damage  output,  which the last two options occupy the 1/41 percentile of  critical  chance.  This is 300%, hit as 95% +  critical  chance(which  miss and the many other critical hits  or  critical  misses are of) as = to 1/41.  What  critical  hit/miss are possible?

Critical Chance relies on your luck, not skill. (and some perks )

With most skills, theres a max chance of 95% of it happening.

But a higher skill will be used to overcome Modifiers.

Such as if you went to shoot someone, the Range they are at, their Armor, Time or Day and if anything is inbetween you and your target, would all be modifiers.

Oh, shit, that's not  complicated  at  all. What is the full effect of  of  modifiers  in shooting distance?

Your Small Guns (or whatever your shooting with) skill, Your Perception (i think), and their Armor Class.
And if your bursting, it wont do as much damage at a range.
