Its a system where access to crafting all things will be restricted to certain areas, which will be unguarded, not just 7.62mm.
If that was the only option there would just be gangs guarding these spots, so there needs to be a way of earning access to crafting facilities in other ways before this can be implemented, namely:
PvE - so you can fight/talk/science/repair your way to crafting facilities without dealing with any other players.
A faction PvP system where (for example) all VC players come together to fight all Raider players for access to a crafting facility for a certain amount of time - to bring some life into factions and reward those willing to put the effort in to making them work.
Domination Mode for gangs to fight true PvP with fair teams and access to equipment as reward. With enough space for even the smaller gangs to compete.
A better trader system, so that only an appropritate amount of "item X" is coming into the world through them - and stopping junk being used to buy Miniguns.
A better Encounter system, so that it is possible to get whatever level of equipment you want from them, but that risk and difficulty are appropriate for the reward.
Probably a change to TC rewards so that they are paying out in usable things - ammo, equipment, etc. Its what the gangs want and it would stop the devaluing of caps too.
When all these things are ready I will re-cost all of the items, make their new crafting recipes and begin to care about a balanced economy and alts being used just for crafting. Until then its going to be mixed up.
