Where patrols are a regularly occurring encounters with easily killed (When done right) groups that have gear that will easily outstrip anything gained from players. They don't appear regularly, usually have crap one them and if they do have anything good you're either screwing over a solo player who spent a long time getting it or about to get attacked by the guy's faction mates. Either way farming the AI takes the element of chance out of the equation and makes for a steadier income.
