I actually like the idea. It could serve as an add-on to TC system - the faction in control would choose if it wants to give citizens a part of their prize goods (say, every citizen that was active for xyz minutes generates 1 jet/fur/whatever's peculiar to the town - would have to be balanced to avoid severe alt abuse) or keep it for themselves. If the citizens are angered by this, they could retake the town for themselves (and fund their own militia later). That's at least a theoretical way of bringing the town back to a neutral state.Oh, and it'd solve the "but the north is a killzone" whine - more citizens = more goods. So if the faction wanted their daily dose of Jet to increase from 5 to 15, they'd have to let at least 10 freeroamers in. I bet at least some of them would bite.
