Make 12 ap build + bonus move that has 2 shots per turn (3 if you shoot first) and with some anti crit + toughness perks.

You can have decent carry weight with it, and you can go hunt enclave patrols that spawn 2 guys (avenger+gatling laser). I would give you my build, but I need to dl client

I know there's limits, but this is kinda the final goal. No irony, vaugley based on Enclave patrols that blasted me yesterday when I was hunting brahmin and gevkis. (I want payback; a million dead enclavers isn't enough, I want to kill them ALL.)

You can't get 400 hp build, max hp is 290 with 10 ST and 10 EN and with 3x Lifegiver perks, and max AP is 14 with 2x ac boy and jet.

You actually have 20 action points. I did it once. I had a bunch of old explosions thingies that didn't get erased somehow, and one of the GMs gave me like 5 cookies for them. Plus I had a bunch of cookies from past events and such. I ate them all, but by the time I ate the last one, the AP was already dropping.
