Few modifications on perks

Perks have been deeply reworked since the wipe, and while most of the changes were good, I think few more tweaks could make the system better and allow more build diversity.

First and most importantly, the livegiver perks. I think there is two problem with those: you have to take them in the order from the weakest, and there is an EN requirement. Both simply force low HP chars to have even lower HP, and making them quickly nonviable in PvP. I think all 3 levels should give +30HP, and the requirement of EN should simply go away, thus low end characters would become viable, because they would be able to take livegiver, and taking only one livegiver would be more interesting, also allowing to free a perk slot for less hp.

Then, the spray and pray perk. Without mentioning that uncalled crit table should be nerfed, totally ignoring enemy armor CM is bad, as it reduce the gap between good and bad equipment. A -75% or flat -10 would be better.

Iron grip. Require too much strength. Nobody will ever take it. For the strength, and the fact it's a lvl 12 perk. Make it a lvl3 or 6 perk, and reduce the strength to 5 or 6.

Finally pyromaniac. Not very important, it's a desperate attempt to make flamer more useful. To make it actually kinda interesting, it should be two time a +50dmg +5% crit chance with fire weaponry. Then the weapon would be almost interesting.

Just get some balls and drop that crap already. There does not need to be huge consistency with SP game that was arguably not really balanced anyway.

What should be done - all those extremely niche perks either redone or removed - like why BRD increases avenger so much more than assault rifle? Why is it not 10%/20%/30% damage done instead?

Why you have RBTE perk, when all it's essentially doing is taking one perk away if you are not creating character just to cripple with called shots?

It could be cleaned up, and nobody would care that it's not like in the very original game. Figure already that nobody loved it, because perk X did add some kind of bonus instead of other.

Lifegivers - I'd say it's sort of balanced, except that low end chars should be able to take them too. You see it's +12 level perk so it will comptete against all good other perks like action boy, bonus rate of fire and what have you. Whether to take 3rd lifegiver or bonus rate of fire is really a tradeoff to think of.

Iron grip could be lvl3 perk right away. And it could be combined with tree trunk thights because nobody's going to waste 2 perks to increase his anti leg and arm crit defenses separately.
