Hello,
Until now I have only played rounded-off characters, but currently I am planning out a couple characters dedicated to only one thing.
I know when a tagged skill is at around 150% or is it takes 4 skill points just to raise it 1%, and since I have never gone over 200% I am not sure how the distribution ratio gets even higher up.

So for example, if I want to create a sniper with tagged Small Guns which would start at 49% or 57% or 65%, I would like to figure out the minimum amount of skill points per level I would need to get Small Guns to 300% at level 21.
Can anyone tell me how the skill points distribution for a tagged skill progresses from under 100% to 300%, and the specific percentages at which it changes?

Never tried to max combat skills I suggest to go and try Opera's character planner where you can try it on your own and see how the points are distributed.

Character planner is a necessity imo but for total clarity look below

100 and less -> 1 skillpoint to rise (by one point or 2 if tagged) 
101-125 -> 2 skillpoints to rise
126-150 -> 3...
151-175 -> 4
176-200 -> 5
201+     -> 6!

Just do the rest of the math yourself... (or rather use character planner)
