4 PE. The bonus for people with 1 PE is +3 (or should be, if not then it's a bug).

1 PE + glasses = 4 PE
2 PE + glasses = 4 PE
3 PE + glasses = 4 PE

i would like to know how spectacles interact with other malus, drugs, radiation...

Should i understand it that you cant have less then 4 PE if you got spectacles on eyes? even if you are drunk

For me they don't work at all in the moment. Not sure what's the problem though.
It will be eventually fixed.
IMO they should only improve base perception, if you have lower PE because you
are drunk spectacles shouldn't help you Or maybe for simplicity they could be
combined with drugs. I don't know.

ok i found spectacles work properly (at least for me). but they got lowered bonus if PE is less then 1.
