And what about of the old feature when the amount of caps in the chest depended on people who came in the town to trade with merchants (the more they trade the more the faction get caps in the chest) ?
The feature have to be balanced but maybe we should think this way.

I think this should come in aswell, dunno why it was taken away in first place.

This mechanism could be used to prevent idiocy and shooting players after they had shopped:

Visiting players can apply a visitor pass status from the controlling faction. If accepted, when visitor uses town's shops he provides income to the faction, some caps in the locker per trade depending on how it used to work.
This visitor status is like friend of faction but a bit differend. Militia protects him from non-member attacks, but doesn't activate if he attacks someone. If he is killed by members of faction, there is a fine which is an ammount of caps deleted from the faction box. Visitor status can be taken off at any time by the controlling faction and visitor can resign. Visitors could even be the main source of income in towns, so town controllers best get many visitors and treat them well. It couldn't be abused by adding alt-visitors because income only comes from actual trades, like bought uranium and detonator parts. 


Sneak-capped ? How ?

Deffers don't have enough people. But if tc rewards are changed the way you explained, resetting the box don't matter.

Yes it's only about fighting for most, but that depletes the world we play in. The way towns are treated leave them only as arenas instead of actual towns where people go and do their bussiness. You may be interested in the fighting part but some are surely interested on the part what purpose the town has after it's been taken.

I think that we have to divide TC into 2 mechanism..

1) Team PvP Beacon .. "hello, we are here, prepared for fight and we expect an enemy pvp team and combat"
2) TC as a background for roleplay in some location (city), where we can invite players from wasteland, make some contact with them and socialize them.

 Current disputes about TC is based on fact, that current TC mechanism is trying to cover both purposes.
