Not really, no. Then everyone in - as example - Navarro would run around in either power armor or combat armor. That's very bland, boring and would mean that folks even outside of their "worktime" wear combat armor.

I always thought those guys in leather armor were supposed to wear brown overalls which leather armor looks remotely like.

But in "the real game" he only wears a normal leather armor. Like I wrote already, the game is limited in how to display various stuff and therefore is using text to describe lots of things and this of course results in everyone having their own image of something in their heads.

For me, the leather armor guys in Navarro just had been people who aren't stationed in a combat area and therefore only donned generic clothes and no combat stuff. I never even thought about them to use uniforms like the enclave officers in Fallout 3 do (even though this might be logical in some situations).

I always imagined the officer who ranted at you in the infiltration of Navarro in an Enclave officer outfit, I mean he was in the middle of an Enclave controlled area, no reason to not wear formal attire while addressing your subordinates, instead of cramped, sweaty power armor.

in Requiem, there is enclave, player driven faction. They have to gather, craft.. like everybody else, but they have special base and rank before their names. Their roleplay is based on kill everyone.

Always thought the whole idea of "enclave officer outfit" was retarded: what's the point of giving a distinctive and totally non protective suit to the most precious guys? Raise their chance to be KIA? Also, sergent Dornan for example is wearing an APA, there are probably simply distinctive mark on the armor. These armors might also be comfortable enough: you don't even have to go to the toilet while wearing it !  :P

Formal attire outside in the heat or in the action wouldn't really make sense, but perhaps in guarded and conditioned command rooms, as some general formal attire?
For example, in F2, there were also many bluesuits on the Oil Rig, but i guess they were moreover soldier fatiques than vaultsuits, but that's only IMHO.
Distinguish marks are a great idea, one could just edit the texture to add some slight alterations to the different squads - the patrol or base defence for example, as well, as command staff.

One could lack helmet or wear a hat with PA in the Navarro, though - for example in the officer casino.

At this point I question if you even know what is a reference picture...
