1. Shovel brahmin shit for money.
1a. Open a Bank Account.
2. Every few hundred caps deposit them into your bank account.

Repeat without step 1a.

Or do some simple quests (http://www.fo2238.fodev.net/wiki/Easy_quests) and if you are lucky, you can get some stuff early.

I suggest the simple quest detailed at the end of this thread: http://fodev.net/forum/index.php?topic=346.0
--It gets you 15 free small guns points (see details at the other thread), a 10mm pistol, and 25 10mm bullets. You have to take it at level one, I believe.

After you're done that quest...

Method 1:

Here is my way of getting started in NCR:

Step 1: Go past the gateway to the inner-city part and look closely at the trees directly left of the gateway. There should be some Flint next to a tree. Pick it up.
*I just remembered that you need I think 30 Outdoorsman to pick it up, might be 40.
Step 2: Go to workbench in NCR's inner city. Make a couple primitive tools with the Flint.
Step 3: Go outside about three or four squares West of NCR, look for trees to chop down. Choppable trees are ones that have leaves on them, fyi.
*Note: Run away from any enemies. Real-time suggested for low Agility. Turn-based suggested for high Agility.
Step 4: Collect wood and go back to NCR. Go to Trash can that is behind one of the lower first buildings at entrance, and collect Trash.
*You also need either Science or Outdoorsman to get trash or chop wood.
Step 5: Make sure you have atleast 3 trash pieces and 1 wood piece. Go to Workbench again and make your first 10mm pistol!
*Some Repair and Small Guns skill required.
Step 6:
Repeat process and get more 10mms. Sell these extra 10mms to that Iguana man for his 10mm rounds.
*With wood and trash(junk?), you can make a hatchet to chop wood, which doesn't break.

Okay so maybe my method isn't that good for a level 1 person, but it works great for level 2 or 3 and beyond!

Method 2:

Get an old shovel from guy at NCR, then go directly to Morino's Stables one block North of New Reno. Rarely used place, so there is usually A LOT of brahmin shit.

Have the trees outside NCR gates stopped being chop-able?

I'm pretty sure Repair isn't waht determines that. I could be wrong though. I though it was Science though.

If I remember correctly those trees don't have leaves on them, so you can't chop those kind.

I found the guy that gives the quest but I can't find anything to shovel in the pen? Am I missing something?

Right click on the shovel when equipped until the "Use On" mode appears. Then it should work. ;)

Aye thats a lvl 1 quest.. By the time I made it to Boneyard I was unfortunately too close to lvling.. Outdoorsman kicked in just outside town, granting me 167exp and making my trip to get the free gun pointless. I know its somewhat late for confirming the lvl requirement, but there it is.

The trees between the billboard and the inner city gate of NCR are the harvesting kind. Same place as respawning flint.

Prerequisites for gathering raw materials [or "mats"]:
Flint [Pick up from ground]: 30% Science
Wood [Certain Trees]: 30% Outdoorsman
Junk [Trashcan]: 40% Repair
Electronic Parts [Trashcan]: 80% Repair
Broc Flower/Xander Root: 60% First Aid, 40% Doctor
Fruit [fruit plants]: 30% Outdoorsman
Fiber [fiber plants]: 40% Outdoorsman

Minerals and Ore: 40% science to harvest, but 60% science to work with them at a workshop
