First I have to clarify. Fast shot does not effect the AP of a weapon on burst but Bonus Rate of Fire does? Also, does both Fast Shot and BRF effect single shot weapons? Instead of having 4 AP for a 14mm it would be 2 AP?
This build is based off of shooting the 14mm pistol. I would also shoot an Assault Rifle if needed. also I chose to do criticals because of how many shots I could get off on a 14mm. this Char wont be a drug user.

nice idea. Perhaps do this with EW build? The shooting animations are faster :)
Use plasma pistol - 2 AP per shot just like 14mm.

Okay so I don't know where you can get cookies, but they raise your AP by 1. Perhaps if you used that with 1 actionboy you'd get your 12 ap. Otherwise you're better off just gathering jet while you level and then use during combat. I know you said this was a clean build but at level 21, drugs would make you serious badassness!!!
Edit: On second thought... You'd be fucked against tesla armor. As for criticals, wouldn't you want to take 10 luck? you're sitting at 16% crit chance on torso with 6 luck

If you're only using pistols, you only need 4 ST (5 for an assault rifle).
With both 4 or 5 ST you can replace small frame (-1 character point) with good natured and put 1 ST point in AG to compensate.
With 4 ST that leaves you with another character point which can be put in IN or PE.
Personally I always prefer to tag FA over doc as you will need FA more than doc.
With 4 ST and no small frame, you can put the extra spare point in IN to raise both doc and FA to at least 100.
Perks:
3. Toughness or Awareness instead of Stonewall
To get 1 extra AP, you need both action boy perks.
Resulting in:
ST: 4
PE: 6
EN: 6
CH: 1
IN: 7
AG: 10
LK: 6
Traits: Good Natured, Fast Shot
Perks
3. Awareness/Toughness
6. More critical
9. Better critical (prefer to take this at level 9 over another more criticals)
12. Lifegiver/Action Boy
15. Lifegiver/More critical/Action Boy (if taken on level 12)
18. BRoF
21. More critical
This results in a build with 10 or 12 AP (depending on perks), critical chance 21.
Skills (roughly:)
SG: 200
FA: 150
doc: 100
outdoors: 100
Note that 12 AP would mean you can fire an entire clip of 14mm in your first turn.
If you take drugs, you can also reload in the same turn.

nice build, but I think that you're going to face some troubles with knock down if you don't have stonewall or high endurance.

why do you need both Action Boys for 1 AP?
The descriptoion on the wiki says 1 perk = 1 AP

No worries, I am about to take a perk with my main and if each Action boy was giving 1/2 AP I would just skip it!

If you do aimed shot, better rit is a must have, better than more crit.
If you burst, or unaimed... Both are viable.

only bad thing is I took too much percepcion, so you can put that one point, to inteligence so you can get even higher skills
also you can take small frame but I dont like it, btw this is smg bruster, I can brust 2 times and I have 2 more ap for reload, and I giving a great dmg
I had same plans to make a new one, with 6 PE and with small frame so I can have 8 EN for more, I forgot but its over 200HP

If you're a burster, fast shot means you're wasting a trait.
Take one hander instead.
9 AG means wasting 1 point as it gives the same AP as 8.
That build isn't possible without small frame btw.
For a burster:
ST 4
PE 6
EN 8
CH 1
IN 6
AG 10
LK 6
Traits: Small Frame, One Hander/Good Natured
Tagged skills: SG, FA, OD
Perks:
2x Toughness
2x BRD
2x Lifegiver (level 12 and 15)
BRoF
Resulting in:
SG 183 with one hander perk there's an addition 20% bonus which you don't see in your skill
FA 134
Doc 100
OD 100
223 HP
10 AC
10 AP
10 DR
That's without drugs and armor.
Note that one hander and 4 ST means you'll suck with any 2 handed gun like assault rifles.

1. It will only give +5 damage to the entire burst, so I would say "no";
e.g.: Minigun does 100 damage burst, with Living Anatomy it would be a 105 damage burst, not that much different. I would get BRD, unless you already have taken that twice and have a free perk spot.

IF you're going to be doing a 14mm fast shotter then you will need LA.
With 2 AP for one shot, it gives you +25 damage from a full 10AP turn vs any (living) target.

Khan Raiders around their main base, Redding Caravans. Those are the only ones I can remember now.

HertogJan I writed wrong I have 8 AG, and fast shot its not waste of trait, coz this is both bruster and single shot build, 14mm pistol rly kicks ass, and when I come rly close I burst, and yes living anatomy is worth it :) 5 shots 25dmg(+20%doc not 10%), thats like almoust one more hit, and it can change way of the battle, and ofcourse I think this builds are have much better use in turn base

ok need some advice.
I got 39 skill point to spend.

should I put them all into FA? OD is fine at 24 this is character is used for encounters.
