Enable bartenders to sell cigarettes like the bartender in Junktown who sells nuka cola.

Yes, not a bad idea for a stop gap measure. Will add it when I get home (unless I forget, at which point remind me ;))

Is that true that nuka cola costs now 100 caps when you buy it from NPC?

well,in the Quest "Buster's Cigarrets" you have to go to Green hair bartender(forgot name),so why can't we buy cigs from her?

or implement Tabaco
