You may risk being hurt if the cooldown is higher then max, but you can keep crafting.
max cooldown 1h - You can craft safely
If cooldown 1h 30m - 50% that the crafted item will be deteoriated
If cooldown 2h - 75% that the crafted item will be deteoriated
If cooldown 2h 30m - 50% that the crafted item will be deteoriated, 50% that a random limb will be crippled (including eyes, if working with sharp instruments unsafely).
If cooldown 3h and over - same as 2h 30m, just all % changed to 75.

I guess higher than 20 minutes should bear consequences and not being crippled but first risking
20min - 1hr - 50% chance that your item wont be made (cooldown will raise as if you crafted and you still have mats)
1hr and more - 33% chance that your item is made, 33% wont be made (cooldown increase + you have mats), 33% item wont be made and materials lost

Hell yeah, i would just repair em all right after crafting... It aint balanced.

How would this work for Psychos? They can't be "damaged". I like the idea - 80+ psychos per cycle. yay!

Keep in mind that crafting cooldown makes repairs always fail. How would this work for Psychos? They can't be "damaged". I like the idea - 80+ psychos per cycle. yay!
Then, maybe 50% that the item won't be made?

Anyway, whole cd need balancing now when travelling is much more longer...

Wouldn't say so. Maybe no workbench and books requirements in some simpler cases, but that's it. I would rather finally see some brahmin 'max weight'.
The suggestion itself - Hard to say really. Seems exploitable.
