Title: Militia with Solar Scorcher?

In Klamath, I saw a militia with a solar scorcher.  I know the weapons and things are random, but shouldn't they be things players can get?  I suppose it does make this guy useless at night.

The militia weapons are always full, and these special weapon don't make them really tougher, it's why their weaponry like their HP/skin are totally random, rare weapons included.
