that's the build I used prewipe, but my test one with 2 charisma is working out well so far, but screw finesse, it really isn't worth it unless you aren't going after crippling people while doing minimal damage, and being restricter from the .44 magnum JHP ammo, the tradeoff isn't really worth it in the long run...
swap BRoF or AB for a third more crits, the result is more dependable criticals, sure, it's a minimal difference, but that minimal difference has saved my ass on more than one occasion.

jetting has become pathetic post-wipe now... so 1 shot at a time is the best you're gonna get, and trust me, finesse is overrated, it's the 10 LK that is the signature of the veteran sniper, 85% criticals in eyes is plenty, and 65% is great for the head, you just won't do any sort of reasonable damage with finesse, I've been testing its effectiveness for 2 "seasons" now.

It's useless if you want to do serious damage as it reduces the damage on criticals quite significantly.

bypass armor = finesse ftw.
groin shots are secondarily powerful to limb shots for a crippler. you cant do anything but die when you're knocked out.

Nuka doesn't help you in any way in this build. If you really are going to use a nuka cola, lower agility to 7(enough for BRoF, after nuka it will still be 8. And there's no difference between 8 and 9 agility-your current build).
Also lower your Intelligence to 5, you don't need it so high.
Put these two points from Agility and Intelligence to Perception. You're gonna have 10 PE(with cigs) then.
Instead of Outdoorsman tag First Aid if it's a powerbuild.
Lower your SG to something like 220%. It will still give better results with 10 PE than 239% with 8 PE and going to let you spend much more points on FA i Doc that are very useful during fights.
You're gonna get two aimed shots in arms/legs/groin with a Sniper Rifle, but if you want to aim into head, Sniper Rifle uses too much AP. Instead of it you could use a Hunting Rifle or an Assault Rifle. Low damage though, and you are a crippler anyway, so you don't really care about damage, just about crippling(2 shots and still having high cripple chance helps very much).
If you wanted damage, remove finesse, use a Sniper Rifle and do one head/eyeshot in a row. That's enough. If you wanted two, you would've need to get 2 Action Boys and 9 Agility(+ nuka and jet) - and that means sacrificing More Criticals or something else.

You're gonna carry a doc's bag during a fight? Where are you gonna get it from? I mean, everytime you die, you would have to get a new one, and they seem pretty rare... I have never seen one in the game ;o Maybe some traders have it, if so, thats ok.

would be true if you could have 2 drugs in effect at the same time now..... afterwipe limitation is that only 1 drug effect can be active at the same time

At the same time you couldn't use 2 jet or any other drug, but you can use combination of 1 jet + 1 buffout + 1 nuka + 1 cigs

i thought only 1 drug....not the same drug twice.... so whitch is it and have you tested it?

oh...what about addiction.... the update log says that addiction gives -1ap... but does that go for every drug? or is there a single addiction effect?
for example you take a combo of 3-4drugs and get addicted by all, does that mean you get like 3-4ap subtracted if it all kicks in? or does every drug still have a specific addiction negative effect like pre-wipe

Addiction affects you only when you are not currently using the drug you are addicted too. So you can take it again, then again and again and be high permamently.
