Lets focus on 2 problems in 2238:
1) Unarmed and melee are not competitive agaisnt BG burst and SG 50 hex critical
2) We have empty cities (and it is a reason for non implementing of on world map visible cities)

* Melee/Unarmed PvP arena Make in one city or city location, where will be guards that will kill everyone, who will have weapon in active slot, EXCEPT: melee (and unarmed too, of course).
So you will populate existing city (location).
*Make special kind of TC in that city (location), so you can longer gameplay time, because everyone will try to make his own unarmed/melee build.
*Forget to balance melee/unarmed with another skills, and rather than this, try to balance melee vs. unarmed skills.

Hmm.... how do you think? Who will win: a sniper with sniper rifle for 1000 meters range or a unarmed guy (or with a sledgehummer!) in real life?
It's so obviousl that it can't be more obviousl that a guy with firearm is better than with just arm.

Most probable that sniper will win, when he's at range, but if unarmed/melee guy manages to reach him... :> Just use these various obstacles you can find in cities, use some tactics, use some thinking.

Yes, a minigun is by all means, more powerful than unarmed.

Oh so you're unarmed build can survive an avenger minigun at one hex (not considering drugs)? Mine can't. Yours must be totally awesome. I can disarm snipers pretty easily though, unless they get a good knockout critical.
Here's an idea: Bring the HtH arena that's in the Hub to a place in NCR! Bringing it to NCR, allow middle-tier unarmed and melee weapons (almost everything, but not super sledges or power fists) and let people fight each-other. I would do it if that became available in NCR. I think it would be fun.

Unfortunately Hub is to far away, yes... and it's bigger than NCR bazaar..
But even if NCR will have this arena, what reason of this? You can punch each other already, just run deep at south east over screen from bazaar and there's no guards, I had punching duel there until knock out or <0 HP, and guards didn't notice it.

The point is that IRL guy with a knife will never face a guy with rifle in ranged combat.
He'll either sneak to him from behind or just flee...
Actually the following suggestion should be written :::
-I think, that naked persoon with a knife should be less noticable, than one in BA with minigun (improvement of some sneak issues)

If you wasn't bursted in the first place, then it's better to burst him yourself, than... punch? Stab with your knife? If he won't die by laught then you're dead.

First, you can pop out from a wall, and before he manages to click you, hit him in his hand even 3 times. The probablity of him dropping his weapon is high. You could even cripple his arm. To do these, you just need high critical chance and better criticals perk(better rolls, more chance that critical will cause weapon drop/something worse than just some additional damage).
Also, alternatively you can punch him in his head/eyes and, if you are lucky, cause him to knock down or even knock out. VERY LUCKY means insta kill(if you have better criticals), that's not for me though :P
Also with my older unarmed jinxed character, i caused enemies to critically fail quite frequently. It's very funny and often saves your life.
Another good thing about unarmed is, that you can very quickly come back to fighting and not loose any eq. Well, for trolling purposes. More serious pvp means good armour + psycho + power fist/super sledge but that's not what i'm talking about now.
You don't need high unarmed skill, just about 150% or even less. When you have 6 PE, which you take because you want Better Critials(believe me, you do), even 100% would be enough. That's why you've got points left to spare into FA and Doc.
Etc. etc.

If you're fast enough to run to him in point blank and then hit his hand 3 times in a row, then it'll be nothing to you to again run to him in point blank and simply... burst him?
So minigun will be always better than your damned punch, and:

Of course, you are right there. You are just talking about it like winning with an unarmed char was never possible...
Minigunner also owns sniper more frequently than sniper owns minigunner... So what?
I don't think you noticed this part though:
you can pop out from a wall, and before he manages to click you,
this situation happens very frequently, not every minigunner has "spider senses".
Also, try taking psycho and good armor ;) You will be just as hard to kill as these so called BG Psycho Tanks. Hell, even only armor is enough to make him need to burst you twice, sometimes even three times - one burst wont be enough to kill you. After wipe psycho, as all drugs will be nerfed, so:
1. It will be easier to kill druggie minigunners
2. They will only be able to burst twice, which wouldn't always kill an unarmed character if he has an armor too.

Wtf about the poll? as far as i know 1st and 3rd variant are the saem so everybody will vote the 2nd one to show that they know it.

Back to the theme:
I think, that no bonuses should be given to unarmed chars.
Instead of this:
-running system should be reworked(moar weight = less running speed)
-sneak system should be reworked (bigger gun\ better armour = more chance to notice you)
-some weapon issues should be solved (i think it'll be more painful, when someone stabs you in face with a knife(whatever you wear), than when someone bursts you in good-armored torso (as far as all non-aimed shots count as torso-shots))
All of this will help unarmed people somehow

Back to topic please.
Not talk about how to balance avenger and hand, but if you will see your unarmed char in action against another one. This could not be the end of balancing of unarmed/melee, but it can be jump.. first test if unarmed is even usable in real time PvP.
