Title: Does anyone know the formula behind Jinxed?

I was wondering what the range of its effects are, will it affect players as well as npcs? Also what exactly does it do. Critical fails only seem to happen when using a weapon that requires higher strength or with very low skill percentages. Does the jinxed effect add a secondary roll to combat or does it "lower the floor" below 0 on the crit table?

Forced "wrong target" effect is not implemented in FOnline, the rest is.

Additionally, the roll for a critical failure has a little bonus depending on the weapon deterioration (with 99% deterioration, even 91% or more to-hit does not guarantee there will be no critical miss).
