Well i dont know if this has already been suggested, if so, punch me :P... ill try to explain it well..
here we go
My idea is to make npc factions a little more interesting by giving a chance to get their best equips by working for them.. it can be a nice and entertaining, and also a big contrast to the normal pvp and pve action...
It should be like this:
Doing several quests to get some new specific quest items or use already unused items (like the T-51b manual That is found in the ship quest) and several other parts, so when u gather them all, u report to a designated crafter npc, and He makes the high end equip for you.
more info:
*quest should be a big long one or, many shorter ones, to get the required "parts" and then give the materials to the "crafter npc"
*This kind of unique quest should be doable once per char, so the high end items stay scarse.
*Aplyable to all kind of high end items (not only PA or APA, but also weapons like Bozar, Gatling laser, Gauss Rifle, etc (so, it would be one quest for each item)
*the quest dificullty should be directly proportional to the caps worth of the final item received ::)
*worthy xp amount (by enemies killed and/or by xp recieved when u finish the quest)
--OPTIONAL add some requirements for the quest! :o
-- *(to get the armors u need to be armorer, to get gatling laser u need to be energy expert, etc)
--and / or
--*Belong to the faction u are working for, to get access to the crafter npc. (for example to get PA, work for BOS, to get APA, --for enclave 8)
please disscuss it as i think its a very nice idea ;)

You know that would create huge imbalance?
Id rather see lvl 3 stuff to be dependent on quests and lvl 1 and lvl 2 to be crafted like prewipe without hq materials :-\.

actually, i'd agree with you, but the craftinglevel 3 ammo should be craftable like now

With me or OP? There are not enough items weap or armors DOT. Lvl 1 and Lvl 2 should be basic survival equipment whereas lvl 3 purely for pvp...
I think that was the intent, but Hq messed a little bit. MA is purely made of hq now, which is common armor, MAmk2 should be lvl 3 or use hq materials.

I agree with that. I am for quests for lvl3 equipment.
