is there nowhere to get electronic parts where i cant get pked?

Depends where you get PKed.

You can get EP at SanFran mine, Junkyard, Theme Park...
Or you can buy a 500K base and farm them on computer you find there. Or trade them for junk in forums.

That would count as a place "you can get PKed" also known as an Unguarded place.

Is there a way to tell whether a place is guarded or unguarded from Pipboy? I know that towns that can be taken are all unguarded, but not sure of towns like Kamath example is it guarded or unguarded?

VC, SF, Hub, NCR and Junktown are guarded. NCR, SF, Junktown and Klamath mines are guarded.

Everywhere else isn't.

yes it is. SF area is the best place fo a EW crafter tent.

so any computers in the safe mining areas should hold electronic parts?
