You can give a try on that.
Just expand the map, add some random PK and player NPC spawners, recreate the crafting system and invent a server crash emulation. ;D
I heard, the source code is still around on the Internet, but you must start from the scratch. And learn AngelCode.

Fallout 2 and fonline have different perks and the skills do different things. Somethi ng like this would be great to find all the build related bugs that would otherwise take forever due to the slowness of leveling.

As far as the main question is concerned - you could set up an empty FOnline server for yourself if you got a grip on the code, but it won't be 2238, you'd have to basically start from the scratch. So I guess the short answer is no.

if 2238 was made into a single player offline format I could see a larger player base. by default.

I couldn't. TC versus bots sounds boring as hell, like all other multiplayer games, where humans have been replaced by bots.

If it was identical to the online game and allowed quick leveling it would be a good tool for testing bugs.
