Title: Can Perks increase Stats (i.e. PER/AGI/etc) over 10?

I was just deciding perks to use for my new character and just wanted to know if perks can give bonuses to stats beyond the maximum of 10.

Say if i wanted the Perks Scout and Sharpshooter (+1 PE and +2 PE respectively), would my PER still be capped at 10? Or would it be considered 10 (+3)?

10 PE + Sharpshooter = 56 hexes.

Scout is for a world map only. It gives you +1 to view range, not +1 PE.

Well a stat can't be more than 10  (never), but the sharpshooter perk add you the equivalent of 2PE for view range and +1PE for ToHit, even if you have 10 in this stat (but it don't change your PE)
