Title: thief should not be protected

when the stealisng is a success,the guard still protect the thief
players have no chance to take their stuff back
it is a suck setting

They have no interest and/or other duties to do, like guarding the town.

That's why you need to up your Steal % skill... to have a chance to not be spoted by guards.
