Title: What are the Small green circles/Caravans on the map?

Sorry for all the questions but i cant find any decent documentation on these things (yet)

What exactly are the caravans scattered about?

That's caravans players left on wasteland for some reason (usually in a location with rocks to mine ore / minerals later). It's better if you don't enter the caravan location you don't know because if you meet caravan owners they will probably shoot you on sight without any warning. Sometimes caravans are just traps for other players, especially if it's near city.
