I dont think it can be obtained :P
Which is a good thing untill devs find a solution that is both good for thief characters, and players alike.

Why is everyone saying that the perk is not obtainable, if you didn't try?
It is obtainable. My alt with 300% steal has it(thanks to the Harmless perk I had 300% steal on lvl 12).
It just doesn't check your karma.

Harmless is actually obtainable http://www.fo2238.fodev.net/wiki/Perks around middle of list.

But i'm pretty sure that it wasnt before wipe :P I remember that i couldnt get that with my thief.
