Title: Strenght for handling weapons?

Ive started a new character as a sniper and ive got his strength low at only 3.

On the weapons stat sniper rifle says it needs 5 strength to wield it so I was just planning to get weapons handling perk at level 12 so my strength for weapons would be boosted to 6.

But im currentley using the sniper rifle fine at level 7 it seems. Is there some sort of disability not having the required strength when using this weapon? does it not do as much damage or aim aswell or something?

Input would be muchos appreciated :)

-20% to hit for every point in ST you lack.
More % to critical failure (don't know formula).
In pre-wipe I was trying to shoot from laser rifle with 4 ST... almost killed myself with it.

also at level 12 you should take lifegiver, not weapon handling.
