Title: Addiction, IN Penalty, and Leveling up

I couldn't find the answer to this question on the forum.

If I am addicted and my IN is temporarily lowered and I gain a level, will my skill point gain be determined by my base IN or by my addiction modified IN?

When you up a level, for skill points and perks it's you "natural" SPECIAL which counts, regardless addictions/drugs taken  ;)
