ive heard the mods were able to rip models from van buren, but i have a question.
Is there any possible i could open van buren for programming? You know, like editing the game?

The only files that were "released" (actually by accident) were the Van Buren Techdemo and the Design Documents for locations,critters etc in Van Buren.
So there isn't really much to program with. You could check NMA's Subforum "Fallout General Modding" and look at some threads mentioning Van Buren.

if you reverse-engineer VanBuren engine from the tech demo, you'd be a legend of Fallout community, btw.

No, you will be an idiot.
Back in the days, the engine needed at least additional 6 months of development. The techdemo is older and would need even more work. It would make much more sense, to create a new engine, that might look like Jefferson Engine, but can do more.

So anyway, the developer documents were pretty good written.
Somebody really should make something out of it.

Depends if someone starts to actually render new frame art, new critters and so on.
It's too early to suggest expand the Wasteland. However, many folks are already trying modeling and skinning weapons, so i guess, it's a good start.
