i would like the cap to be raised to 24 for the reason of the extra perk for skilled people, after all:
6/8=3/4>5/7
simple math, although it would be ok for the devs to remove the sniper perk, the slayer perk is needed for unarmed/melee chars to stand any sort of chance in pvp.

It's postapocaliptic world, but still world not a fantasy. Weapon is always stronger than hands so I can't undestand why Slayer perk should be kept and Sniper removed...

umm, because you have to get close, if you do get close enough without those 5 minigunners blowing you away you deserve to score an automatic critical hit.

If you want critical hits noone says you to not take Better Crits and More Crits perks.... just leave Sniper perk from your thinking if you're making HtH.

Level cap isn't very logical, i think.
Decrease HP/SP gain instead. Increase level amount between perks.

Ok, i have question:
Why you dont like level cup at 21? From what reason? My premise is, that if you are making any change, it must be because of some specific reason (bug, balancing,...).
Maybe, if we can recognize reason, we can change problem itself.
For me, is level cup at 21 ok, because there will be bigger changes between nolifers and normal players and also because of current perk system (non tree perk system), chars will be almost the same like others.

Completely stupid reply.
Don't talk of "realism" in this game because it's totally senseless; Fallout 1/2 used to be a game where melee/unarmed are a threat, while in FOnline they are not. Sniper are actually the good 80% of the players and they have a major advantage with instant-kill, while melee have no chance at all.
Give them Sniper perk too, so as they shoot in eyes they win automatically... :)
P.S. Melee weapons are weapons too.

For me lvl 21 is ok, not so many perks and not maxed to the limits all skills... Now when you are making char you need to think about point distribution and IMHO it's ok. Btw. this game doesn't need overpowered perks like Sniper...

I have PER 1 too, but with some testing I noticed that with Eye damage your chance of hit are lowered anyway...

I think level 21 is fine for now. Level 23 is pointless because you won't get a perk. With level 24, both people will no traits and Skilled trait will get another Perk option. Those level 24 perks on wiki seem a little overpowered, but besides that Level 24 is the highest I think it should ever go.

... lvl 23 wouldn't work if you had skilled right ? der?... might as well just leave it alone or make it so you dont get perks passed lvl 21 ? just skill points or hit points and old age ?

About the perks
No slayer/sniper needed in this game.
Its way to overpowerd anyway.

now when i think about it the slayer and sniper really shoul d be reworked into something less powered, maybe if you have the sniper perk then you don't need the extra action point for head/groin shots (eyeshots should still take that extra action point), slayer however might allow the wielder to boost his/her melee weapon/unarmed range by 2 hexes, that practically changes the perks to something useful, but not overpowered.

I think it would be logical if sniper/slayer added some extra crippling chance if a successful aimed critical hit was scored. It could work as one extra luckroll applied to every critical hit and when successful then it would cause an injury, no matter the previous critical random roll - just a quick thought. But, well - many ideas can work here, it's up to imagination.

The problem is that developing a character is a crucial part of the game and when this option is disabled, people start to pointlessly kill each other NOT because they are real jerks, but because they have nothing else to do.
Throwing some more content into the game may partially solve that issue, but keep in mind that every (even well designed) repeatable quest will get boring and pointless after 2 – 3 completions if it doesn’t result in any measurable progress of your character.
Opportunity to advance is what makes a typical player stick to this game. When it ends – the game becomes a shooter; you choose one from your 15 max-level fighters and enter the arena – I believe that it’s not what this game is meant to be.

Well, it’s the character build system that requires a substantial overhaul imo so it suits a MMO better. Setting a level capacity so low, devs just went an easy way.

Freeze XP gain by FA/outdoorsman/stealing/killing/(shoveling shit? ^_^)/crafting/and other means.
But enable XP gain from .... quests! After game will be more out of Beta, and there will be repeatable quests, so will do special tasks and level up!
I mean 500 XP quests!
So you'll need to do it 24/7 and may be in few monthes you'll be 22nd.
