Title: Declining reputation for itself?

Hi,my reputation to NCR decreases itself it's normal? I do not do anything wrong (stealing,shooting in town's). I had about + 700 to NCR and now i have only +393.. :(

Yes, it's decreasing every real life day, or else we all can have 1500+ reputation and kill everyone in guarded cities without being punished... who don't have such reputation.
