Are they stackable and if they are how many at a time can you use?

All drugs can be used twice.

So you can get a total of 4 charisma and 4 intelligence at one time?

Yes. And you can get 6AP from Jet, or 60% DR from Psycho.

One more question.

I know you can meet NPC and job requirements with drugs, but can you meet perk requirement with drugs?
