I suggest a possibility of finding Corrupt Memory Modules in special encounters.
Then, respective module can be used once on ACE to increase ST, CH or IN by two, inflicting a random permanent malus on SPECIAL stats. (because its a corrupt module).
Also, since this module cant be saved in memory of ACE, it wouldnt break the canon.

Good but i woud rather want to avoid power builds. How about some randomisation?
50% +1 to ST, CH or IN(depending on the module) -1 to random stat.
5% +2 To ST, CH or IN (depending on the module) -1 to random stat.
45% -1 to random stat
You can only have 3 surgery for one alt. This way chance of doing power build is absurdly small. Each surgery shoud also cost like 10k + finding module (doing quest for it woud be fun)

I use the module on a char, get my AG down by one and I can't do 2 bursts with M60 anymore. What will I do? Lvl up another alt! :) Yeah, just promote alting even more...
Every implant/module, whatever, should inform player what it does, they also should be reversible.

Smart players would use this memory module at level one and deleteself if it failed.

Only if there was some sort of warning on it, even if it's in the form of the machine, etc. that you used it on saying "This module is corrsupted, do you want to continue?" or somethin like that.
