Title: Make rare weapon or armor spawn during TC

When there are 2 factions fighting in a town control zone with the timer on have a rare item like an vindicator or brotherhood armor spawn in the middle of the map to make the fight more interesting and encourage more people to participate in TC.

You can make a dead militias body so it doesn't look strange some item appears out of nowhere.

It will most likely just encourage some troll looters to come there for that epic gear.

It's seen so many times if a team has no chance to win, they will not participate no matter the rewards. Even if you put pills that gave 100 levels, an inactive team wouldn't suddenly organize and participate.
