Title: buying perks.....

There are some perks that it seems to me you should be able to buy/guest for, like ranger (learning it from certain npc's like you do for gecko skinning). You still have to find these peopke, and you'd then have to pay them to teach you, but my son knows silent running irl from his martial arts class.....
When I get back to my computer I could (maybe) put up the whole list......

Well, I learnt how to steady my ar to make more bullets hit target, so I should get both the brd's and the mrd as support perks...

Agree with roacho on silent running.

ok, so heres the promised list with some ideas as to where you would get them:

Awareness: from ncr cops. each time you pay for it you gain a +1 awareness.
Demolition Expert: from explosives experts.
Dismantler: from salvers.
Educated and Swift Learner: from the librarians.
Explorer, Scout, Pathfinder, and Ranger: from smiley or another trapper.
Gecko Skinning: already is a quest perk.
Ghost: from certain not-too-nice people (like a professional theif, flick maybe)
Harmless: same.
Healer, Lifegiver, Medic: from a docotr.
Mr. Fixit: from a professional reapirman.
Negotiator: from a merchqant.
Silent Running: from a theif or assaisn.
Treasure Hunter: from Mickey, the treasure hunter.
Weapon Handling: from a professional gun buny, like someone from the BOS or something like that...
