Title: BP hunting and outdoorsman skill event

When you get the outdoorsman skill event : It let's you choose to fight the enemies or skip the event.

My question is this does the above never give a footlocker? In my experience this is the case strangly.
But perhaps someone has seen  locker in such a event?

Oh and BTW i'm back now that the rollbacks have dissapeared

I have gotten footlockers in OD encounters, but it does seem to be a lessened chance. Only my first Lockpicker had a noteworthy OD though, and that was before some of the BP reworks, so my information is probably dated.
