Title: How do we spread the game population around the world?

I'm not sure how we fix this, but it seems crazy how many people are in the NCR compared to the other guarded towns. I'm not including the north, it's pretty obvious why those towns aren't populated. (They're shitty.)

So I want to know people's suggestions for moving players out of the fucking NCR.

I want to live in Hub, but where do I can mine ore/minerals then?

Add 1% bank rates to Hub.
