Title: gunrunners delivery quest

hello,

I would like to ask about requirements to take gunrunners repeatable quest.
According to wiki it is 50 sg/ew/bg and 3 ch, I got 60 sg and ch 4, lvl 22 and Im still not able to take that quest.
Oh, I took this quest many times before whit other alt.
Im out of ideas, 
help,
please.

I have risen sg to 81 and still nothing.
I give up now,
literally  have no idea what makes me such an bad employee.... :((
