Can I craft Buffouts?

You need at least 5 Hq Chemical Components, but you didn't get Hq Chemicals in FO?

Or can we buy it just from Doctors?

HQ Chemical Components arn't implemented yet, and haven't been for awhile now.
You probably would have that found out if you had of used the Search function.

So no, you cannot craft Buffout.
