There is no level requirement at least not for gauss encounter because i found it with a lvl2 character

There is a level requirement in Old Warehouse, I said it already in one of the multiple threads.
The main reason there is a level requirement is because there are mobs inside and it would be
a bit unfair for the player to find it on level 2 for example.

an encounter that they aren't ready to deal with and it works perfectly without any knowledge
about it. If some people try to farm special encounters with alts it's not any of my concern.

Actually I would like to know too the lowest level someone got it, mostly because it will effect which character I will travel the most with, either leveling my sg'r more or continuing my BP search hard core.

I dont really get what is the problem with alts. This game is an open beta from what i heard. So its only logical, that people are trying different builds. What is a problem with having sniper, slaver, burster, crafter or lockpicker? Some of these characters are able to work efficient even on lower levels. an it can be really frustrating spending hours and hours farming junk/footlockers on level 12 and then finding out, that with level 15 you have a chance to find a special encounter.
And lets face it. People WANT these encounters, they are unique, they are something that most players have never encountered. And there is ofcourse a sweet reward. And since it is a chance based thing, you cant blame people for trying to find out, whether there is anything they could do to increase their chances.
And if it is possible to find one type of SE multiple times on one character, then i dont see a reason why to put there a level limitation. That level 2 character will just meet something, that he cant deal with. But that is the case with most NPCs at that level anyway.
IMHO everyone should be able to find these encounters. And possibly, their locations could stay on WM for some time, so people who find them can bring friends to help them to defeat anything that could be hiding there. I mean if you meet those tough encounters on a crafting alt, you will not be able to deal with them anyway, even if you are level 24.
But if there is no other way, and the level (or any) limitation is applied. It would be very kind of you to let us know. I mean its not some kind of secret, or is it?
Sometimes i feel like this game is actually not about playing, but rather about finding out game rules. They you are to be punished for that. Although i love to test stuff and help to develop. Its frustrating.

I think the level limitation is a good idea for the Old Warehouse encounter. When I traveled the wastes with my low level char, I was actually hoping NOT to find that encounter, because it can be infuriating if you finally get it, but cannot deal with it.

Why put mobs there in the first place? Just like Reno sewers.
There's like so small chance to find that encounter and when a player finds it, you make them work for it, thus some weird level requirements for encounters come in.

Because I like the idea of special encounters with some additional challenge - to promote
those who travel on wasteland at least mildly prepared not bluesuit hillbillies.

Okay, still the level requirement is weird.
There are characters which are effective even in low levels, depends on situation and if player does find it while he is unequipped then it's his loss.

I didnt mean to make them permanent, few hours or maybe a day would be more than sufficient. It would give the lucky one who finds it an option to prepare for a fight or what else could be there.
He could also call for some friends. I dont see a problem with that, the encounter difficulty could scale by a number of people entering that location each time they do so. (Or to make it more precise, by the sum of levels they have together.)

That's great and all to promote geared travel I mean I know the noobpks are happy about it. I don't mind having to kill a few more things in a special encounter, what I mind is that it takes an act of God sanctioned by Congress to even find one. And it could be even worse because it could be that the level 12 you're running on isn't even high enough to find it in the first place. I don't want them handed out like candy, that isn't fun, I'm just curious if I even have the chance.
