Title: lvl 9,100+SG, still no weapon handling.

weapon handling still wont come up for me to choose. 

i thought it came up at lvl 3?

Hmm. Well, take a screenshot and make sure you scroll down if there are arrows. Yes it's supposed to come at lvl 3,  100% gun skill.
