Title: bonus rate of fire perk question for energy spammer build

with 12 ap, and 180% skill points in energy weapons I should get 6 shots from a laser rifle costing 2 ap per shot. My question is, with bonus rate of fire perk, is it possible to reduce the cost for shots to 1 ap?
