Title: Westin's ranch.

I suggest gaining access to the Westin's ranch after fulfilling some requirements, like being a NCR ranger.
What you find in the ranch, depends on developer's will. Maybe a additional(special) bench, an profession trainer or a trader with better guns.

The security lock in the wall could be a size of one hex, guarded with a turret and closed by two energy fields to prevent abuse.
Killing or attacking Westin and Rangers results into expelling from the Rangers.

i think you just need to wait, cause some things for ncr are planned. Still 3d is priority to devs i would bet so other things will wait.

actually, it would be quite sweet to have a 3rd lvl sg trainer, and an expanded workbench there, would make life a lot easier for guys like me who keep getting killed when trying to join raiders for it...
