what about mechanics, how should it work?

Return encounter frequency rates to those at the wipe when they were acceptable! Nah, that will never happen if anything they will diminish them by 10 fold again, makes for a more authentic ghostland spooky vacanct irradiated desert horrror suspense game when a pile of rad scorpions jump out at you after trolling the same 8 squares for 20 minutes almost on the edge between waking reality and blessed dreaming of sleep. That is not dead which can eternal lie, but with strange aoens even death may die! Remember, rad scorpions posion!

I like it, no more trolling around Broken Hills or NCR looking for good Unity or NCR Army encounters. Make a high Outdoor's man and luck/perception requirement so not every sod has it.

its all RANDOM, so if you double randomization it will be still random lol..

Outdoorsman affects:
1.Traveling speed (distance of red dots)
2.Chance to get option for entering encounter(non forced enco)
So while you are moving on WM you have certain chance to encounter NPC on every red dot. This certain chance would might be doubled for each type of NPCs available in sector. I also suggest to improve traveling speed with this same perk becouse there will be significantly more encounters which might be annoying while traveling long distance, even with very high outdoorsman and 95% non forced encounters. Both these will result into more mouse clicking in 1 sector but will save you one half of time. Which sounds balanced to me.
